About your query to visit Fansipan and local villages in one day, it is possible, but can it will be very rush.
Let me explain it to you:
Your night train will arrive at the final station in Lao Cai Province at about 5-6 am. Then, you can take a taxi/shuttle bus to transfer from the station to Sapa Town (about 30 km - 1 hour). More important, Fansipan opens from 7.30 am but it is very foggy in the morning, the best time to start your cable trip to Fansipan will be after 9 am, so that you can observe the stunning valleys, lush green mountain and free your spirit with fresh air (if that day is not raining). When you are back from Fansipan, it will be after lunch, and you can start trekking to Cat Cat in the afternoon. Most of the bus will depart to Hanoi at around 1.30 pm, 4 pm and 10 pm, therefore, you must be very strict in time if you want to catch the bus at 4 pm or you will have to wait until 10 pm.

Therefore, it is very difficult to learn in depth about each culture when the time is limited. However, you still have the opportunity to learn about some of the characteristics of ethnic minority through Cat Cat village. Cat Cat Village is a perfect place to learn about culture, history and the friendly minorities that call SaPa and its surroundings home.
Here, people sell almost everything that symbolizes their own culture such as clothes, bowls and chopsticks,... You can buy some handicraft souvenirs here.
